Strategi peningkatan kompetensi dan profesi pustakawan pada era digital dalam tatakelola perpustakaan di Provinsi Papua

The low view of the role of libraries, librarians, and library managers in development needs to be used as a whip and motivation for progress. This article presents the results of research using descriptive qualitative methodology that interviewed informants from librarians, and library managers in Papua province. On the other hand, Arnold Y. Toynbee's theory of challenges and responses serves to show the relationship between variables, namely the development of digital libraries in the context of rapid technological development as a challenge and the response of librarians, as well as library managers, is very important. Strategies to improve the competence of librarians in the digital era were analysed from three aspects, namely independent efforts, government efforts and efforts of librarian organisations. The aspect of independent efforts found data that understanding the main duties and functions of librarians 62.5%, knowledge and use of applications 12.5%, collection management 50%, circulation service management 25%, and response in responding to challenges 50%. The role of the government is seen from the competency test programme with an achievement level of 25%, and the librarian certification programme reached 12.5%. The involvement of librarian organisations, seen from the interest in joining the Indonesian Librarian Association (IPI) 87.5% and joining the Indonesian College Library Forum (FPPTI) 25%. In conclusion, it was conveyed that there is a need for appropriate policies, continuous training, strict supervision of the competency test programme and librarian certification. Including the presence of librarians in higher education libraries is the basis for assessing the accreditation of higher education institutions.
